House Bill No. 830—Library Tax, College Park

AN ACT to add a new sub-section to Section 16 of the Charter of
the Town of College Park, in Prince George's County, as enacted by
Chapter 1051 of 1945, as amended by Chapter 68 of the Acts of
1947 and Chapter 149 of the Acts of 1949, said new sub-section to
be known as Sub-section (g) and to follow immediately after Sub-
section (f) of said Section, authorizing the Mayor and Common
Council of College Park to levy and collect a special tax to be used
for the construction, maintenance and operation of public library
facilities in the Town, and providing for a referendum thereon.

Dear Mr. Speaker:

House Bill 830 authorizes a special library tax in the town of
College Park, fixes the maximum allowable rate, and provides for the
disposition and administration of the proceeds. for the same reason
stated in connection with the veto of House Bill 829—violation of
Article HE of the Constitution—I must likewise veto this bill.

AN ACT authorizing and directing the Police Commissioner of Bal-
timore City to reinstate Officer Shep Hochberg in the Police force
of Baltimore City AND IN THE POLICE PENSION FUND.
