stock of foreign finance corporations which make loans exclusively
to farmers for agricultural purposes.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

This bill was passed at the 1955 session of the General Assembly
and was vetoed by the Governor on April 28, 1955. Under the pro-
visions of Section 17 of Article 2 of the State Constitution, bills vetoed
after adjournment of the Legislature must be returned by the Gov-
ernor to the next regular or special session of the General Assembly.
The bill was repassed over the Governor's veto by the Senate on
February 1,1956, and by the House of Delegates on February 2,1956.
Under the constitutional provisions it becomes effective on June 1,
1956.

CHAPTER 3
(Senate Bill 575)

AN ACT to repeal and re-enact, with amendments, Section 6 of
Chapter 657 of the Acts of 1953, as said section was amended by
Chapter 9 of the Acts of 1955, postponing from 1956 to 1957 the
effective date of certain taxes, permits and registration fees ap-
plicable to motor vehicles which were imposed by said Chapter 657
of the Acts of 1953.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6 of Chapter 657 of the Acts of 1953, as saM section
was amended by Chapter 9 of the Acts of 1955, be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

6. The increases in the taxes, permits and registration fees pro-
vided for by Sections 2, 3, 4 and 5 of this Act shall be charged and
paid with respect to all such permits, registrations or licenses for
and during the license year beginning in the year [1956] 1957, and
for and during each license year thereafter. Such increases shall not
be charged and paid with respect to all such permits, registrations
or licenses for and during the license year beginning in the year
1955; and such increases shall not be charged and paid with respect
to all such permits, registrations or licenses for and during the
license year beginning in the year 1956.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
