"The bill provides than an inspection tax of not less than 10 cents
nor more than 25 cents per bushel shall be levied upon soft shell clams
caught within Maryland. The Bill does not provide for the fixing
of the exact amount of the tax within the minimum and maximum.

In our opinion, the failure of House Bill No. 954 to provide for
determination of the exact amount of the State-wide soft shell clam
tax within the minimum and maximum is a substantial objection to
the legal form and sufficiency of the Bill."

I have, therefore, vetoed House Bill 954.
