292 JOINT RESOLUTIONS

consideration elsewhere. In the opinion of the Legislative Council
it is a problem which should be thoroughly considered by a com-
mission appointed specifically for that purpose. Now, therefore be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland be requested to name a special commission to consider
the problem of illegitimacy as found in the Public Welfare program
for aid to dependent children; and be it further

Resolved, That the Governor be requested to appoint on this com-
mission an able and representative group of our citizens, including
persons closely familiar with Public Welfare problems and policy,
and including also, representatives of the public and of the General
Assembly; and be it further

Resolved, That this commission, when appointed, be requested to
meet and organize promptly and to submit a report and recom-
mendations to the Legislative Council and to the General Assembly
not later than October 1, 1960.

(Senate Joint Resolution 3)

Senate Joint Resolution to continue the Commission appointed by
the Governor pursuant to Resolution No. 17 (S. J. R. 23) of the
1959 Session of the General Assembly to study the registration
fees, seat mile taxes, and operating schedules applicable to public
passenger motor buses, and extending the functions of said
Commission.

WHEREAS, The Commission appointed by the Governor under the
provisions of Resolution No. 17 of the 1959 Session of the General
Assembly (S. J. R. 23) has, after a study of the public passenger
motor bus problems described in said Resolution, recommended to
the Governor that it be continued in existence and that the scope of
its studies be extended to a consideration of the equity of the total
Maryland tax structure applicable to the motor bus industry; and

WHEREAS, It would be desirable that said Commission continue
its studies to include a comprehensive review of all Maryland taxes
applicable to the motor bus industry, rather than be limited to the
specific taxes mentioned in Resolution No. 17 of the 1959 Session
of the General Assembly; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gover-
nor of Maryland is hereby authorized and requested to continue
in existence the Commission appointed by him pursuant to Resolu-
