(Senate Joint Resolution 11)

Senate Joint Resolution expressing deepest regrets over the passing
of Mrs. Nellie M. Webster.

The members of the General Assembly of Maryland have learned
with shock and regret of the passing of Mrs. Nellie M. Webster, for
many years a member of the staff of the Department of Legislative
Reference.

Mrs. Webster was present for the 1918 Session, when the Depart-
ment of Legislative Reference first became a service agency for the
General Assembly of Maryland. In that year the personnel of the
Department in Annapolis consisted only of the Director and of Mrs.
Webster.

She was present thereafter for every regular and special session
of the General Assembly through the regular session of 1959. Over
this period of four decades, she took part in the growth and develop-
ment of the Department of Legislative Reference and was an eye-
witness to the many changes and improvements made in the General
Assembly. Literally thousands of members of the General Assembly
knew her with deep respect and affection.

For forty-one years Mrs. Webster gave quiet, sincere and self-
sacrificing service to the General Assembly and to each of its mem-
bers. Her loyalty and devotion were in the highest traditions of
public service in Maryland. Every member of the General Assembly
joins in this heartfelt tribute to Mrs. Nellie M. Webster. Now,
therefore, be it

Resolved by the General Assembly of Maryland, That the deepest
sympathies of this body be expressed over the passing of Mrs. Nellie
M. Webster, for forty-one years a member of the staff of the General
Assembly in the office of the Department of Legislative Reference.
