PROCLAMATION BY THE GOVERNOR OF MARYLAND

CONVENING THE GENERAL ASSEMBLY OF MARYLAND

IN EXTRAORDINARY SESSION AT ANNAPOLIS, MARYLAND

FRIDAY, JUNE 9, 1961 AT 11: 00 A. M.

WHEREAS, There was enacted at the 1961 regular session of the
General Assembly a law known as the Municipal Court Reform Act,
being Chapter 616 of the Acts of 1961, which was intended to effect a
much needed reform in the administration of justice in Baltimore City;
and

WHEREAS, There was enacted at the same session a law known as
the Savings and Loan Regulatory Act, being Chapter 205 of the Acts
of 1961, which was intended to protect the investments of our citizens
in building and loan associations and similar institutions; and

WHEREAS, The effectiveness of these important and far reaching
measures may be suspended until the general election of 1962 by the
filing of petitions of referendum; and

WHEREAS, The nullifying of these Acts for so long a period of time
would create an emergency which, in my opinion, justifies the convening
of the General Assembly to consider appropriate legislative measures
to meet the emergency thus created.

Now, THEREFORE, I J. Millard Tawes, Governor of the State of Mary-
land, by virtue of the authority conferred and duly vested in me by the
Constitution of Maryland do hereby call a Special or Extraordinary Ses-
sion of the General Assembly of Maryland, to begin at 11: 00 a. m. on
June 9, 1961, at the State Capitol, in the City of Annapolis, State of
Maryland.

Given Under My Hand and the Great Seal of the State of Maryland,
at the City of Annapolis, this 2nd Day of June, in the Year of Our Lord,
One Thousand Nine Hundred and Sixty-one.

Which was read and journalized.

Mr. Bernard Imber was administered the oath of office of Delegate
by the Speaker Perry O. Wilkinson to replace Hon. Jerome Robinson.
