gave their lives; now, therefore, be it

Resolved by the Senate of Maryland, That this Body commemorates
Memorial Day in the year 1962 by pausing in its deliberations in respect
for the memory of loved ones and of national heroes for whom the day
was established; and be it further

Resolved, That when the Senate of Maryland adjourns today, it do
so in honor and respect of our loved ones, friends and national heroes.

Which was read and adopted.

REPORT OF STANDING COMMITTEE

Senator Malkus asked that the rules be suspended in order to report
the following bill and two-thirds of the Senators-elect, voting in the
affirmative, the rules were suspended by yeas and nays as follows:

House Bill No. 1—By the Speaker:

Subject: "GENERAL ASSEMBLY", sub-title "APPORTIONMENT",
REVISING THE PROVISIONS CONCERNING THE MEMBERSHIP
OF THE HOUSE OF DELEGATES.

Amendments to House Bill No. 1
By the Committee:

Amendment No. 1—In lines 8 to 14, inclusive, of the title of the third
reading file bill, strike out the following: "making an emergency appro-
priation to the Board of Public Works from the General Fund Surplus of
the State treasury for the fiscal year ending June 30, 1963, to be used
in whole or in part by the Board of Public Works to pay a portion of the
cost of special primary elections for this purpose, ".

Amendment No. 2—In lines 16 to 19, inclusive, of the title of the
third reading file bill, strike out the following: "and to an emergency appro-
priation from the State treasury for the payment of a portion of the
cost of special elections under this act".

Amendment No. 3—In line 2 of Section 42 on page 1 of the third
reading file bill, immediately following the word "Delegates", insert the
following: "(subject to the exception provided in sub-section (c-1) of
this section)".

Amendment No. 4—Following line 78 of Section 42 (e) on page 4
of the third reading file bill, insert the following new sub-section:

"(c-1) Notwithstanding the application of the formula in sub-
section (e), the number of delegates to which any county or legis-
lative district is entitled shall never be reduced by more than one
