Resolved, That copies of this resolution are sent to the Secretary
of the Interior Udall, to Senators Beall and Butler and Representa-
tives Brewster, Fallon, Friedel, Garmatz, Johnson, Lankford, Mathias
of the State of Maryland and to Senators Byrd and Robertson and
Representative Downing of Virginia and to the Director of the
National Wildlife Service.

(House Joint Resolution 31)

House Joint Resolution expressing deepest regret over the passing
of the Honorable Gary L. Utterback.

The members of the House of Delegates have learned with deep
regret of the passing of the Honorable Gary L. Utterback, Delegate
from Frederick County.

Selected three times to represent the people of Frederick County
of which he was a native, in the House of Delegates, Delegate Utter-
back exemplified selfless dedication to the service of his community
and his State. With his particular knowledge of and experience in
agriculture, he served as a member of the Agricultural and Natural
Resources Committee of the House, and in 1961 was named to a
special legislative committee to make a study of ice milk.

Delegate Utterback had been for many years prominent in farm-
ing circles and was a former member of the Farm Bureau and a
Past Master of the Lewistown Grange; but his participation and
leadership in civic affairs was not limited to agricultural matters,
and he was an active member of many civic and fraternal organiza-
tions.

Delegate Utterback was known, too, throughout the State as a
leading scattergun marksman, and his excellence in that sport gained
him numerous times the championship of his County and of Western
Maryland in trap and skeet shooting, and at one time the Class "B"
Championship of the United States.

In his untimely passing, Frederick County and the State of Mary-
land have lost an outstanding civic and legislative leader, whose
enterprise, guidance and example of sportsmanship will be sorely
missed; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Mem-
bers of this Body express their most profound regret over the
passing of the Honorable Gary L. Utterback, esteemed member of
the House of Delegates; and be it further

Resolved, That the Chief Clerk of the House be instructed to send
a copy of this Resolution to the surviving daughter of Delegate
Utterback, Mrs. Nelson A. Strathern, Brunswick, Maryland.
