is ratified by the General Assembly of the State of Maryland to all
intents and purposes as a part of the Constitution of the United
States; and be it further

Resolved, That the Governor of the State of Maryland is requested
to forward to the Secretary of State of the United States to the
presiding officer of the Senate of the United States and to the
Speaker of the House of Representatives of the United States
authentic copies of this resolution under the Great Seal of the State
of Maryland.

(Senate Joint Resolution 3)

Senate Joint Resolution Congratulating Honorable Thomas B. Finan
on his appointment as Attorney General of Maryland.

The members of the General Assembly are pleased to learn of the
appointment of Honorable Thomas B. Finan as Attorney General
of Maryland.

Mr. Finan began the practice of law in 1939 and at an early date
achieved the professional respect of the Bench and Bar of Maryland.

His service in local and Statewide offices has been extensive and
distinguished, ranging from governmental and political offices during
which he was appointed three times as City Solicitor of Cumberland,
and since early 1959, Secretary of State of Maryland, and extending
to the Chairmanship successively of the Democratic State Central
Committee for Allegany County, and the Democratic State Central
Committee for the State of Maryland.

We believe his record of service to the State of Maryland well
justifies the responsibility our Governor has wisely vested in him as
Attorney General of the State; now, therefore, be it

Resolved by the General Assembly of Maryland, That we congrat-
ulate the Honorable Thomas B. Finan on his appointment as Attorney
General of Maryland; and be it further

Resolved, That the Secretary of the Senate send a copy of this
resolution to the Honorable Thomas B. Finan.

Approved February 27, 1961.
