1750                             Joint Resolutions

Whereas, the lack of facilities for medical and psychiatric diag-
nosis, therapy and rehabilitation, and the lack of provision for con-
tinued use of drugs under controlled circumstances by individuals
who have failed in attempted treatment, leads directly to acts of
violence, illegal drug traffic and an increase in crime; now therefore
be it

Resolved by the General Assembly of Maryland, that the United
States Public Health Service be requested to make provision for a
special study to provide for the ambulatory diagnosis, treatment and
rehabilitation of narcotic addicts, including a demonstration project
for a field trial in a selected area of the State to be conducted by the
State Department of Health in collaboration with the Department
of Mental Hygiene; and be it further

Resolved, that the Secretary of State be directed to send a copy of
this Joint Resolution under the Great Seal of the State of Maryland,
to the Secretary of Health, Education and Welfare; the Surgeon
General, U. S. Public Health Service; and each member of the Mary-
land Delegation in the Congress of the United States; and be it
further

Resolved, that the Department of Health report progress on this
matter to the 1962 Session of the General Assembly.

(Senate Joint Resolution 34)

Senate Joint Resolution proposing the reestablishment of the north-
south boundary line between Maryland and Delaware and also
the issue of commemorative stamps on the occasion of the bicen-
tennial anniversary of the Mason and Dixon Surveys.

Whereas, the north-south line between Maryland and Delaware,
like the Maryland-Pennsylvania boundary, was surveyed and marked
at one-mile intervals by Charles Mason and Jeremiah Dixon during
the years 1763 to 1767 when Delaware was still a part of Pennsyl-
vania; and,

Whereas, the Mason and Dixon markers on the north-south line
between Maryland and Delaware have been completely neglected for
nearly two centuries and many markers have been displaced, broken
or otherwise damaged; and,

Whereas, the 84th Congress passed an act (P.L. 342) directing
the U.S. Coast and Geodetic Survey to reestablish the north-south line
between Maryland and Delaware but failed to provide funds for that
purpose; and

Explanation: Italics indicate new matter added to existing law.
