At the same time he was determined and persistent in the oc-
complishment of those things he deemed wise and necessary for
his fellowman.

Judge Waxter endeared himself to a wide host of friends and
associates. He was devoted to the public welfare and to the Depart-
ment of Public Welfare.

In his passing the State of Maryland lost an outstanding public
servant and a man whose vision, capacity, and courage will long
be remembered; now therefore be it

Resolved by the General Assembly of Maryland, That the deepest
regrets and sympathies of this body be expressed over the passing
of the Honorable Thomas J. S. Waxter of Baltimore City, Director
of the State Department of Public Welfare; and be it further

Resolved, That the Secretary of State of Maryland be requested to
send a copy of this Resolution signed by the Governor of Maryland
and by the presiding officers of the two Houses of the General
Assembly to the surviving family of the late Thomas J. S. Waxter.

(House Joint Resolution 11)

House Joint Resolution expressing the deep regrets of the General
Assembly of Maryland over the passing of Edwin L. Stringer.

The members of the General Assembly of Maryland learned with
deep regret during the month of July, 1962, of the passing of Edwin
L. "Uncle" Stringer.

Mr. Stringer was employed in the Annapolis office of the De-
partment of Legislative Reference beginning with the session of
1935 and continuing through the 1959 session. For many years
he recorded proceedings in the Senate, while later he was in charge
of the Bill Room, and then acted as legislative journal clerk.

He was a native of Reisterstown, and for most of his life lived
either in Baltimore County or in Baltimore City. At the time of
his passing, however, he was a resident of the City of Washington.

Before his retirement he took a long and active part in the business,
commercial, and civic affairs of the Baltimore community. As a
young man he enrolled in the United States Army and served dur-
ing the Spanish-American War.

At the time of his passing, "Uncle" Stringer was in his eighty-
fifth year. This General Assembly, by Joint Resolution No. 9 of
1958, had congratulated him upon the event of his eightieth birth-
day. At that time, and as a statement of the deep respect and af-
fection held for him by members of the General Assembly, both
Houses of the Legislature joined unanimously in congratulating
and commending a fine Maryland gentleman.
