428                             LAWS OF MARYLAND                      [CH. 240

339.

(a) Every person, firm or corporation keeping, maintaining or
operating for public entertainment in Allegany County any pinball
machine or similar device operated or played by the insertion of a
coin or token issuing checks or tokens which permit free plays or
replays, only, or registering scores, free plays, or replays, shall obtain
a license therefor from the Clerk of the Circuit Court of said county,
and shall pay therefor the sum of Thirty Dollars ($30.00) for each
such machine or device. Each machine or device so licensed shall have
affixed to it [a metal tag] or posted in a conspicuous place on the
premises wherein said machine or device is located the license
issued
by the Clerk, showing that the fee for the current year has been paid.
All licenses shall expire on the thirtieth of April of each year, shall be
transferable and shall be pro-rated monthly.

Sec. 2. And be it further enacted, That this Act shall take effect

June 1, 1963.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF THE MEMBERS ELECTED TO EACH OF THE TWO
HOUSES OF THE GENERAL ASSEMBLY, THE SAME SHALL
TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

CHAPTER 240
(Senate Bill 70)

AN ACT to repeal and re-enact, with amendments, Section 715C
(b), of Article 66C of the Annotated Code of Maryland, (1962
Supplement), title "Natural Resources", sub-title "Oysters and
Clams", clarifying a cross reference in the laws relating to taking
soft shell clams in St. Mary's County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 715C (b), of Article 66C of the Annotated Code of
Maryland, (1962 Supplement), title "Natural Resources", sub-title
"Oysters and Clams", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

715C.

(b) In order to further and promote the soft shell clam industry
to the greatest advantage and benefit of the peoples of the State of
Maryland; to properly regulate the processes of that industry so as
to insure its continuance and healthy growth; to provide for a
hydrographic survey of the clamming areas in order to bring about
the peaceful noninterference on the part of the clam industry with
other industries of the tidal waters; and to prevent any trespass or
violation by that industry of the rights and privileges of owner of
properties contiguous to possible areas of operation of the soft shell
