Section 1. Be it enacted by the General Assembly of Maryland,
That Section 20-25, titled "Prince George's County," subtitled
"County Treasurer," subheading "Advertisement of tax sales," and
Section 57-1 titled "Prince George's County," subtitled "Notice-
Legal," subheading "Requirements," be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

20-25. Advertisements of tax sales.

All tax sale of real estate shall be advertised for four consecutive
weekly issues, any other provisions in any of the local laws relating
to tax sales in Prince George's County to the contrary notwithstand-
ing, in three newspapers published in Prince George's County to
be selected by the Treasurer; provided that the newspaper NEWS-
PAPERS so selected shall have been established in [their respective
towns] the county at least two consecutive years EIGHTEEN CON-
SECUTIVE MONTHS preceding the date of first publication
of said advertisement or HAS ITS MAIN OFFICE OF PUBLI-
CATION IN PRINCE GEORGE'S COUNTY AND has a paid cir-
culation of at least fifteen thousand subscribers as certified to and
accepted by the United States Post Office Department under the provi-
sions of the United States Postal Laws and Regulations;
and the cost
of such advertisement in and for each advertisement shall not exceed
the sum of two dollars and fifty cents per item for a tax sale, which
sum of money shall be charged against the property offered for sale as
items of cost after six o'clock p.m. on the Friday next preceding
the date of issue of said newspaper in which said advertisement shall
first appear. The Treasurer shall deliver the copy of said ad-
vertisement to the publishers of said newspapers not later than ten
o'clock a.m. on the Monday of the week in which the first publi-
cation of said tax sale advertisement shall appear. A tax sale shall
consist of all of the real estate in any election district of the county
advertised for sale and belonging to the same person. In the
matter of the sale of personal property for taxes, the Treasurer
shall be allowed costs similar to those allowed by law in the cases
of seizure and sale of personal property by distraint, except he shall
receive no fee or commission therein; PROVIDED, HOWEVER,
THAT NOTHING IN THIS SECTION SHALL BE CONSTRUED
TO DISQUALIFY ANY EXISTING NEWSPAPER IN PRINCE
GEORGE'S COUNTY NOW QUALIFIED BY LAW TO PUBLISH
TAX SALE OF REAL ESTATE.

57-1. Requirements.

Whenever it is required to publish in Prince George's County any
resolution, official proclamation, law, notice or advertisement of any
sort, kind or character, including proposals for bids for public works
or otherwise by the State of Maryland, or by any board, or commis-
sion, or any State official, or office, or by the County Commissioners
of Prince George's County, or any officer thereof, or any govern-
mental body created under the laws of this State, or any officer or
official thereof, or by any party litigant, or otherwise involved in
or concerned with matter pending in any Court in Prince George's
County, for any legal publication of any character whatsoever, the
newspaper or newspapers selected for such publication or publi-
cations must meet and satisfy the following qualifications, namely:
