may, within one year from the date of issuance or modification of
such certificate, request the Board of Trustees to modify or correct
his prior service certificate.

When membership ceases such prior service certificate shall be-
come void. Should the teacher again become a member, such teacher
shall enter the system as a teacher not entitled to prior service credit
except as provided in S. 113, sub-section (5), paragraph (b) of this
article.

(5)   Creditable service at retirement on which the retirement al-
lowance of a member shall be based shall consist of the membership
service rendered by him since he last became a member, and also if
he has a prior service certificate which is in full force and effect, the
amount of the service certified on his prior service certificate.

(6)   Notwithstanding anything to the contrary provided in this
article members who held emergency teaching certificates [on Sep-
tember 1, 1954], and who thereafter exercised the option of member-
ship extended to them by the Board of Trustees acting pursuant to its
power set forth in Section 110 (6) shall be entitled to service credit
for the service performed by such members while holding emergency
teaching certificates [prior to September 1, 1954], provided that
they pay into the System an amount equal to the contributions which
would have been required of them had they been members of the
System while performing such service [prior to September 1, 1954].

Any individual who has been denied the benefits of this sub-section
due to retirement prior to its enactment may upon application to the
Board of Trustees, receive the service retirement to which they would
be entitled if they retired subsequent to the enactment of the sub-sec-
tion.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1965.

CHAPTER 482
(Senate Bill 364)

AN ACT to add two new sections to Article 89B of the Annotated
Code of Maryland (1964 Replacement Volume), title "State Roads",
sub-title "Expenditure of Commission's Funds and Programming
and Scheduling of Highway Projects", said new sections to be
known as Sections 211 H(1) and 211 H(2) and to follow im-
mediately after Section 211 H of said Article, amending the official
"needs study" of the State Roads Commission as such study
relates to the construction of a certain highway in Somerset
County and a certain highway in Harford County, and authorizing
the State Roads Commission to proceed with the construction of
these two highways as soon as funds are available and generally
relating to the design and scheduling of construction of such
highways.
