To the Clerk of the Court of Appeals:

I, Lloyd L. Simpkins, Secretary of State of Maryland, pur-
suant to the direction contained in Section 172 of Article 33 of the
Annotated Code of Maryland (1957 Edition), Do Hereby Certify,
That at a Special Election held in part of Election District 7 of
Allegany County, Maryland, on March 30, 1965, an Act known as
Chapter 171 of the Acts of the General Assembly of Maryland of 1965,
was submitted to the voters of part of Election District 7 of Allegany
County for their adoption or rejection under the provisions of Chapter
171 of the Acts of 1965, said Act being as follows:

"An Act to add new Sections 13A to 13D, inclusive, to the Code
of Public Local Laws of Allegany County (1963 Edition,
being Article 1 of the Code of Public Local Laws of Mary-
land), title "Allegany County," to follow immediately after
Section 13 thereof and to be under the new subtitle "Bel
Air Special Tax Area," creating the subdivision of Bel Air
in Allegany County as a special taxing area for the purpose
of providing electric lights along the streets, alleys and
public ways of Bel Air, denning the extent of the special
taxing area, providing for the imposition of certain taxes
therein, and relating generally to the duties of the County
Commissioners and of the subdivision of Bel Air with re-
spect to such electric lighting system; and submitting this
act to a referendum of the voters in said tax area."

and I do certify, that at said election held in part of Election
District 7 of Allegany County, 154 voters were cast in favor of the
adoption of Chapter 171 of the Acts of 1965 and 24 votes were cast
against the adoption thereof, and a majority of the votes being cast
in favor of the adoption of Chapter 171 of the Acts of 1965, the said
Act has been ratified by the voters of part of Election District 7 of
Allegany County, Maryland.

In Testimony Whereof, I have hereunto subscribed my
name and affixed my official Seal at the City of Annapolis,
this 20th day of September, 1965.
