and (5) one of the five counties (Montgomery, Frederick, Washing-
ton, Allegany, Garrett) of Western Maryland. [One] Two other
[member] members shall be appointed from the State of Maryland,
at large. Until May 31, 1967, the chief of the License Bureau of the
State of Maryland shall serve as one of the two members appointed
from the State at large, and shall act as chairman of the Commis-
sion.

(b)   In each instance, members of the Commission [, except that
chief of the license bureau,] shall have been citizens and residents
of the particular area for which appointed, respectively, for not less
than the five years next preceding their appointment to the Commis-
sion; and, at the time of appointment, and for a period of not less
than the ten years next preceding appointment, each member, except
until May 31, 1967, the chief of the license bureau, shall be and shall
have been licensed under this subtitle either as a real estate broker
or as a real estate salesman. However, two members may be appointed
from the public at large without regard to the particular area for
which appointed.

(c)   [Appointments to the Commission shall be made by the Gov-
ernor with the advice and consent of the Senate. The term of office
for each appointee is four years, beginning as of June 1 in the year
in which appointed. However, of those appointed in the year 1961,
the six appointed members of the Commission shall be designated
respectively for terms of one, two, and two for three and two for
four years. Thereafter as terms expire, all appointments shall be for
four years. Every appointment is for the period indicated, or until
a successor is appointed and qualifies. Vacancies for any cause shall
be filled by the Governor for the unexpired term, and each such
appointee shall possess the qualifications required of members of
the Commission from the particular area for which the vacancy
occurred.] The present members of the Commission shall continue
to serve for the terms for which they were respectively appointed,
except the chief of the License Bureau of the State of Maryland, who
shall continue to serve as chairman of the Commission until May 31.
1967. From time to time upon the occurring of vacancies upon the
Commission, as now constituted, whether such vacancies shall hap-
pen by reason of the expiration of the terms for which the members
of said Commission were appointed, respectively, or by reason of
any other cause, the Governor shall, with the advice and consent of
the Senate of Maryland, appoint a person to fill each vacancy thus
occurring, so that said Commission shall continue to consist of seven
persons as aforesaid. Each person so appointed shall be appointed
for a term of four years, beginning as of June 1 in the year in which
appointed, or in case of a vacancy occurring during the term for
which any member of said Commission may have been appointed,
then for the unexpired portion of said term. Every appointment
shall be for the period indicated, or until a successor is appointed and
qualifies.

(d)   The members of the Commission shall, as of June 1. 1967. and
annually thereafter, elect from among their members a chairman,
who shall serve for a term of one year, and who shall be eligible for
re-election for one or more terms during his membership on the
Commission. The chairman shall perform such duties as may be
prescribed by this subtitle and such other duties as may from, time
to time be prescribed by the Commission.
