and Parks, Board of Natural Resources, Department of Education,
Department of Public Welfare, the Department of Correction, and the
Department of Juvenile Services., DEPARTMENT OF HEALTH,
UNIVERSITY OF MARYLAND, STATE POLICE DEPARTMENT,
COMPTROLLER'S OFFICE, STATE LAW DEPARTMENT,
STATE AUDITOR'S OFFICE AND DEPARTMENT OF MENTAL
HYGIENE.

(Senate Joint Resolution 3)

Senate Joint Resolution requesting further in-depth study of the
rising costs of public welfare in Maryland.

Whereas, the Legislative Council has had special committees work-
ing intensively in the area of welfare costs for the past two years; and

Whereas, These committees have carefully studied many different
aspects of costs and operations of the public welfare departments of
the several political subdivisions throughout the State; and

Whereas, Several of the observations and recommendations in
the report submitted by the 1966 Legislative Council Committee on
Public Welfare Costs merit careful review because they have impli-
cations which need and deserve further and deeper study and
analysis; and

Whereas, The rising cost of Aid for Dependent Children, attri-
buted in part to rising illegitimacy and inadequate support by
putative fathers, indicates a need to strengthen enforcement of the
Paternity Proceedings Act (Article 16) by responsible public offi-
cials; and

Whereas, The size, function and responsibilities of the several
state's attorneys' offices with respect to the effective prosecution of
bastardy cases and the role of the various welfare agencies in mak-
ing recommendations relating to these cases are complex and far-
reaching issues; and

Whereas, Various data are being collected which will have to be
carefully analyzed in light of the recent studies and reports in the
general area of welfare costs, programs and objectives; therefore,
be it

Resolved by the Legislative Council of Maryland, That the Direc-
tors of the Public Welfare Departments and the state's attorneys of
the several political subdivisions be solicited for information regard-
ing the number of paternity cases initiated and prosecuted respec-
tively, together with their comments and suggestions with respect to
more effective enforcement of the Paternity Proceedings Act; and
be it further

Resolved, That the 1967 Legislative Council be and is requested to
continue and expand its study of the public welfare costs and that
