vision of the State Library Board, would not, in my opinion, cause
such a lapse, if it were accomplished in every case under a State-wide
statutory policy with expressed criteria and guidelines for counties
to meet in qualifying for local control.

It is unfortunate that such a State policy has not been for-
mulated so that a county with the resources of Prince George's cannot
exercise an option for local control at this time.

Nevertheless, for these reasons and because approval of this
measure might encourage similar action on the part of other counties,
I am compelled to veto the bill at this time.

However, I will be happy to work with legislative leaders in the
coming session of the General Assembly to develop a suitable State-
wide policy that I can support.

House Bill No. 911—State Police

AN ACT to repeal Sections 5(c) and (d) of Article 88B of the
Annotated Code of Maryland (1964 Replacement Volume and 1966
Supplement), title "State Police," subtitle "In General," and to enact
new Sections 5 (c) and (d) in lieu thereof, to stand in the place of the
sections so repealed, to provide a new schedule of ranks, grades and
salaries to be paid to police employees of the Maryland State Police,
commencing July 1, 1967, to make them eligible for increments under
the same terms and conditions as are applicable to and as are con-
tained in the classified employees schedule; to provide that increments
shall be based on time in rank and not on total service time; to provide
that promotions shall follow the classified employees plan, and that
upon promotion no person shall receive less than one increment in the
new rank; and to provide that upon conversion to the new schedule
no person shall receive less than a ten per cent increase and the next
higher increment.

Dear Mr. Speaker:

In accordance with Section 17 of Article II of the Maryland Con-
stitution, I have vetoed today House Bill 911 and am returning it to
you.

The bill, establishing a new salary and promotion schedule,
involving a general salary increase, for police employees of the Mary-
land State Police, is a duplicate of Senate Bill 536, which has been
signed and is now Chapter 403 of the 1967 Laws of Maryland.
