EXTRAORDINARY SESSION

Annapolis, Md., June 22, 1967.

State of Maryland To Wit:

This the day appointed by the Governor for a Special Session of the
General Assembly the House assembled at 10 A.M.

Prayer was offered by the Rev. R. T. Woodworth from the Open Bible
Tabernacle, 5814 Harford Road, Baltimore, Maryland 21214.

PROCLAMATION BY THE GOVERNOR OF MARYLAND

Convening the General Assembly of Maryland in

Extraordinary Session at Annapolis, Maryland

Thursday, June 22, 1967, at 10:00 A.M.

Whereas, The Court of Appeals of Maryland, in the case of Stanley
I. Panitz et al. v. Comptroller of the Treasury and State Treasurer, has
declared the portions of Chapter 142 of the Laws of Maryland of 1967
(Fiscal Reform) relating to State aid to subdivisions invalid as supple-
mentary appropriations violative of Section 52(8) of Article III of the
Constitution of Maryland; and

Whereas, The several subdivisions of the State have developed budgets
and established revenue requirements in reliance on the portions of said
act declared invalid; and

Whereas, The decisions of the Court, without corrective legislation,
will cause serious problems to the subdivisions in their fiscal operations;
and

Whereas, Because of the importance and difficulty of the problems
raised by said decision, it is my belief that it will best serve the interests
of the State of Maryland and of its citizens to call a Special and Extra-
ordinary Session of the General Assembly of Maryland to consider and
deal with said problems,

Now, Therefore, I, Spiro T. Agnew, Governor of the State of
Maryland, under the authority of the Constitution of Maryland, do hereby
solemnly proclaim and call a Special and Extraordinary Session of the
General Assembly of Maryland, to commence at 10:00 o'clock a.m. on Thurs-
day, June 22, 1967, in the State Capitol in the City of Annapolis,
Maryland.

Given Under My Hand and The Great Seal of the State of Maryland,
in the City of Annapolis, this 15th Day of June, In the Year of Our Lord,
One Thousand Nine Hundred and Sixty-Seven.
