The General Assembly believes that salaries of judges should be
uniform without local supplementation. However, in the face of the
present constitutional authority given to Baltimore City to supple-
ment judges' salaries, the General Assembly does not now have the
ultimate and final authority as to judges' salaries. The disparity
in payments to judges also includes pensions and other emoluments
paid to judges by some political subdivisions.

As a means of showing the intention of the General Assembly, a
proposal is pending to specify a salary for judges on the circuit court
level of $30,500.00 annually, to be effective on July 1, 1969. This
proposal, considered in relation to the date of its effect and to the
General Assembly's request that additional supplementation be
avoided, will permit a further review of this situation at the 1969
Session of the General Assembly against the constitutional and other
provisions then in effect.

Accordingly, the General Assembly, in view of pending constitu-
tional changes affecting the whole subject of judges' salaries and
pensions, is requesting the several counties and Baltimore City to
desist from any further changes in their supplementation; now, there-
fore, be it

Resolved by the General Assembly of Maryland, That the several
counties in this State and the Mayor and City Council of Baltimore
are requested not to supplement salaries of judges in their jurisdic-
tions so as to increase the total judicial salary paid to a judge on
the circuit court level to a figure higher than $30,500.00; and be it
further

Resolved, That the several counties and Baltimore City are re-
quested not to provide any further supplementation as to pensions
or emoluments of judges; and be it further

Resolved, That the several counties and Baltimore City are re-
quested thus to permit the General Assembly without the further
pressure of vested interests to consider the whole problem of judicial
salaries and pensions for the 1969 Session of the General Assembly in
the light of constitutional provisions then in effect; and be it further

Resolved, That the Secretary of State of Maryland is directed
to send copies of this Joint Resolution to the Board of County Com-
missioners or County Council in each county of the State and to the
Mayor and City Council of Baltimore.
