or the Railroad Retirement Act. , OR BOTH, AS THE CASE
MAY BE.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 2
(Senate Bill 7)

AN ACT to add a new Section 62 to Article 40 of the Annotated Code
of Maryland (1965 Replacement Volume and 1967 Supplement),
title "General Assembly," to follow immediately after Section 61
thereof, and to be under the new subtitle "Legislative Accounting
Office," establishing the Legislative Accounting Office and provid-
ing generally for its powers, duties, functions and employees.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 62 be and it is hereby added to Article 40 of the
Annotated Code of Maryland (1965 Replacement Volume and 1967
Supplement), title "General Assembly," to follow immediately after
Section 61 thereof, to be under the new subtitle "Legislative Account-
ing Office," and to read as follows:

Legislative Accounting Office
62.

(a)   The Legislative Accounting Office is established, and it is
assigned to the Legislative Department as a staff agency of the
General Assembly. It shall receive, analyze, account for, and provide
for the payment of funds as reimbursement to members of the
General Assembly from the budgetary program "General Legislative
Expenses," for legislative expenses for year-round operation, for such
expenses as office rent, secretarial and other services, telephone and
other communication expenses, equipment, supplies, travel, and other
similar items. The Legislative Accounting Office is under the general
supervision and control of the President of the Senate and the Speaker
of the House of Delegates of Maryland. From time to time it shall
have such officers and employees as provided in the Budget and as
established by the President and the Speaker.

(b)  All officers and employees of the Legislative Accounting Office
shall be appointed by joint action of the President of the Senate and
the Speaker of the House of
Delegates, and shall be subject to removal
by joint action of the President of the Senate and the Speaker of the
House of Delegates for cause upon due notice and with the right of
hearing.

Sec. 2. And be it further enacted, That as of the effective date of
this Act a position of Principal Account Clerk II, hitherto tem-
porarily in the service of the Legislative Accounting Office, becomes
