Sec. 6. And be it further enacted, That, the authority to borrow
money and issue bonds conferred on the County by this Act shall be
deemed to provide an additional and alternative authority for bor-
rowing money and shall be regarded as supplemental and additional
to powers conferred upon the County by other laws and shall not
be regarded as in derogation of any power now existing; and all
Acts of the General Assembly of Maryland heretofore passed author-
izing the County to borrow money are hereby continued to the extent
that the powers contained in such Acts have not heretofore been
exercised, and nothing herein contained shall be construed to impair,
in any way whatsoever, the validity of any bonds which may have
been issued by the County under the authority of any of said Acts,
and the validity of said bonds is hereby ratified, confirmed and
approved.

Sec. 7. And be it further enacted, That the Board of County
Commissioners of Calvert County shall not issue or contract for the
issue of the bonds authorized by this Act until the Board has sub-
stantial assurances that the Economic Development Administration
or another Federal agency has furnished or will furnish a portion
of the monies needed for the purposes of this Act.

Sec. 8. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 478
(Senate Bill 726)

AN ACT to add new Section 12A to Article 43 of the Annotated Code
of Maryland (1965 Replacement Volume), title "Health," subtitle
"State Board of Health and Mental Hygiene," to follow imme-
diately after Section 12 thereof, to provide funds to the Department
of Mental Hygiene for educational programs for physically or
mentally handicapped children.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 12A be and it is hereby added to Article 43 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Health," subtitle "State Board of Health and Mental Hygiene," to
follow immediately after Section 12 thereof, and to read as follows:

12A.

The Department of Mental Hygiene, when providing SHALL PRO-
VIDE educational programs to meet the needs of any physically or
mentally handi- capped child shall receive one thousand dollars
