JOINT RESOLUTIONS

No. 1
(Senate Joint Resolution 1)

Senate Joint Resolution requesting the Legislative Council to make
a study in 1969 of the compensation of assessors, assistants and
supervisors of assessments and of the qualifications needed by
such personnel to capably perform the tasks and responsibilities
expected of them.

Whereas, At the present time, sixty percent of the annual salaries
established by the State for the several classes of assessors are paid
from State funds, and the balance is paid by the respective sub-
divisions; and

Whereas, The respective subdivisions are authorized to pay
supplemental salaries to assessment personnel, and some subdivisions
presently are doing this; and

Whereas, As a result of supplementation by some, but not all
subdivisions there are inequitable results among the various juris-
dictions; and

Whereas, In addition, the beginning salary has been reported as
too low to attract competent assessors, causing vacancies in various
subdivisions; and

Whereas, It is felt that a revision of the salary scales for assess-
ment personnel will have the effect of making it possible to attract
more qualified personnel, lessen the pressures which generate local
supplementation, and bring the salaries of these employees more in
line with those of other State employees; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legis-
lative Council make a study of these problems in 1969, said study
to embrace not only the compensation of assessors, assistants, and
supervisors of assessments, but also the qualifications needed to per-
form capably the tasks and responsibilities expected of this class of
personnel.

Senate Joint Resolution directing that a study be made of the
retirement systems in the State of Maryland.

Whereas, The Committee on Taxation and Fiscal Matters con-
sidered a number of recommendations for changes in the retirement
systems during 1968; and
