Waiver Program of the State , EXTENSION AND EXPANSION
OF SCHOLARSHIP PARTICIPATION, THE PARTICIPATION
OF BANKS IN THE HIGHER EDUCATION LOAN PROGRAM,
and possible changes in the method of apportioning general schol-
arship funds among the various political subdivisions of the State.

Whereas, the Committee on Student Financial Assistance was
appointed as a Joint Executive-Legislative Committee in 1968 to
make an overall study of the Scholarship and Loan Programs in
Maryland; and

Whereas, this committee has completed its work and has sub-
mitted its report and made various recommendations concerning
scholarships and the Higher Education Loan Program, said recom-
mendations being the subject of legislation introduced in this session
of the General Assembly; and

Whereas, in its consideration of various aspects of the entire
financial assistance program the committee also considered possible
revision of the Tuition Waiver Program; and

Whereas, the committee determined that the Tuition Waiver
Program could not be adequately studied in the time available and
required an in-depth study; and

WHEREAS, VARIOUS SUGGESTIONS HAVE BEEN MADE
TO EXTEND OR EXPAND SCHOLARSHIP ASSISTANCE TO
POLICE TRAINING, NURSING SCHOOLS, MEDICAL SCHOOLS,
TO PROVIDE FOR PARTICIPATION OF BANKS IN THE
HIGHER EDUCATION LOAN PROGRAM, AND OTHER AREAS
OF VITAL NEED, ALL OF WHICH REQUIRE FURTHER
STUDY AND DELIBERATION; AND

Whereas, the present apportioning of scholarships is based in
part on the number of delegates in each subdivision; and

Whereas, due to population shifts in the State, this method could
possibly result in some inequities in various subdivisions; now,
therefore, be it

Resolved, That the Legislative Council of 1969 reappoint the Com-
mittee on Student Financial Assistance or some similar committee,
for the purpose of making an in-depth study of the Tuition Waiver
Program, THE EXTENSION AND EXPANSION OF SCHOLAR-
SHIP ASSISTANCE TO OTHER AREAS OF NEED, THE PAR-
TICIPATION OF BANKS IN THE HIGHER EDUCATION LOAN
PROGRAM, and also to study and recommend possible changes in
apportioning general scholarship funds among the various political
subdivisions of the State; and, be it further

Resolved, That any such committee appointed be directed to report
its findings and recommendations to the General Assembly of 1970;
and, be it further

Resolved, That a copy of this Resolution be sent to the Chairman
of the Legislative Council.
