Whereas, It is important that all interested parties to this prob-
lem be asked to contribute their expert knowledge and assistance
in solving this problem; and

Whereas, Emphasis on these health care services should be de-
voted to provision of preventive medicine to beneficiaries on an
ambulatory basis, rather than treatment of the acute illness by hos-
pitalization; and

Whereas, Little, if any, experimentation has taken place in Mary-
land in this area; and

Whereas, Such experimentation and, perhaps adoption of new
techniques for delivery of such health services might help alleviate
the ever-increasing shortage of health care professions; now, there-
fore, be it

Resolved by the General Assembly of Maryland, That the Gover-
nor shall call a Conference on Health Care which would explore and
encourage experimentation in development of new ideas and methods
of delivery of health care services; with consideration being given
to programs which are comprehensive, serve a cross-section of socio-
economic groups on a community, area, or statewide basis, with
emphasis being placed on organization of health services for am-
bulatory patients; and be it further

Resolved, That invitations to participate be extended to represent-
atives of various private and nonprofit health care institutions,
professional health and medical care organizations, as well as
educators, insurance experts, members of allied professions, state
officials, and private citizens, all of whom might contribute to the
success of such a conference; and be it further

Resolved, That this Conference be directed to make a report to the
General Assembly, prior to the convening of the 1970 session.

(House Joint Resolution 53)

House Joint Resolution, Urging the State Roads Commission to
consider naming the bridge linking Maryland and Virginia on
Interstate 495, the "American Legion Memorial Bridge."

Whereas, The American Legion was founded in 1919, a short
time after the close of World War I, as an organization of wartime
veterans dedicated to continuing service to God and Country; and

Whereas, The American Legion this year is observing its
fiftieth year as a fraternity of service with a membership comprised
of four generations of war veterans; and

Whereas, Its major contributions to American thought and deed
and its endeavors to strengthen our freedom and to perpetuate our
free institutions have identified The American Legion as one of the
great bulwarks of the American way of life; and
