Governor's Proclamation Declaring The Result Of
The Election Of November 5, 1968, For Referendum

CHARLES COUNTY

Whereas, Under the authority contained in Article XVI of the
Constitution of Maryland, the Secretary of State, was legally and
duly petitioned by the qualified voters of Charles County, Maryland,
to submit to the qualified voters of said County for their adoption
or rejection at the Election to be held on November 5, 1968, Chapters
701 and 753 of the Acts of the General Assembly of 1968; and

Whereas, the Secretary of State, acting under the authority
contained in said Article XVI of the Constitution of the State, did at
the said election of November 5, 1968, so submit the said Acts to the
qualified voters of Charles County, Maryland; and

Whereas, from the returns of said election transmitted to me
as required by the provisions of Article XVI of the Constitution, it
appears that:

"For the adoption of Chapter 701 aforesaid 3,872 votes were
cast and against the adoption thereof, 4,198 votes were cast
in said County."

"For the adoption of Chapter 753 aforesaid 2,103 votes were
cast and against the adoption thereof, 5,458 votes were cast
in said County."

Now, Therefore, I, Spiro T. Agnew, Governor Of Maryland,
do by this my Proclamation, issued under the authority and direction
contained in said Article XVI of the Constitution, hereby declare
and proclaim that in Charles County, Maryland, a majority of the
votes having been cast against the adoption of the said referred law,
Chapters 701 and 753 of the Acts of 1968, the same have failed of
adoption and ratification and, therefore, under the provisions of Arti-
cle XVI of the Constitution, stand rejected by a majority of the
qualified voters of Charles County.

Given Under My Hand and the Great Seal of the State of
Maryland, Done at the City of Annapolis this 4th Day
of December, in the Year of Our Lord, One Thousand
Nine Hundred and Sixty-Eight.
