vantaged environments. The Superintendent of Schools for any
county or the Superintendent of Public Instruction of Baltimore City
qualifying for the additional amount provided herein shall submit
plans to the State Superintendent of Schools for his approval out-
lining the uses to which such funds are to be put.

128(b)(5-2)

The following amounts shall be added to the State's share of cur-
rent expenses as determined either under paragraphs (5) and (5½)
or (6) of this subsection.

(1)   The adjusted assessed valuation of real property and the net
taxable income for each of the several counties and Baltimore City
shall be divided by the number of pupils enrolled in each county or
Baltimore City, as these terms are defined in subsection (a) of this
section. The resulting quotient for each county or Baltimore City
then shall be divided into the quotient which results from the divi-
sion of the total of all pupils enrolled in the State into the total of
all of the adjusted assessed valuation of real property and the net
taxable income of all of the counties and Baltimore City. The re-
sult for each county or Baltimore City rounded to the third decimal
place shall be multiplied by the sum of $22, and this product ex-
pressed in dollars and cents shall be multiplied by the number of
pupils enrolled in each county and in Baltimore City. The resulting
sum shall be paid by the State to each county or Baltimore City
as an additional amount as provided in this paragraph.

(2)  The sum of $50.00 shall be multiplied by the increase in en-
rollment above September 30 of the preceding year. The resulting
sum shall be paid by the State to each county or Baltimore City as
an additional amount as provided in this paragraph.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 5
(Senate Bill 142)

AN ACT to add new Section 31-13 to the Baltimore County Code
1968 (being Article 3 of the Code of Public Local Laws of Mary-
land), title "Baltimore County," subtitle "Schools," to follow im-
mediately after Section 31-12 thereof, creating the Baltimore
County Educational Foundation; providing for the number of
directors, their terms of office, method of appointment; establish-
ing the purposes and powers of the Foundation, EXEMPTING
THE FOUNDATION FROM CERTAIN PROVISIONS OF
VARIOUS ARTICLES OF THE CODE, and generally relating
thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 31-13 be and it is hereby added to the Baltimore
County Code 1968 (being Article 3 of the Code of Public Local
