1804                             Joint Resolutions

Whereas, Most State and local governments are now taxing their
citizens to the maximum extent of their ability to pay; and

Whereas, Such governments must necessarily increase their rev-
enue base in order to maintain and expand existing programs and
services and to institute much needed new programs; and

Whereas, There are no additional revenue sources available to
State and local governments which do not require the imposition
of oppressive new taxes on the private and business citizen; and

Whereas, The Federal government has pre-empted many revenue
sources from State and local governments; and

Whereas, An effective and comprehensive program of Federal-
State revenue-sharing is absolutely essential if State and local gov-
ernments are to continue to meet and serve the needs of their
citizens; and

Whereas, Such a Federal-State revenue-sharing program must
create a fund of at least ten billion dollars if it is to be effective; and

Whereas, Maryland's share of such a fund would be approxi-
mately two hundred million dollars; and

Whereas, The Congress of the United States should enact an
effective and comprehensive program of Federal-State revenue-shar-
ing at the earliest date; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Congress
of the United States be and it is hereby urged to enact a compre-
hensive and effective program of Federal-State revenue-sharing at
the earliest possible date; and be it further

RESOLVED, THAT THE ENACTMENT OF SAID COMPRE-
HENSIVE AND EFFECTIVE PROGRAM OF FEDERAL-STATE

REVENUE SHARING SHALL NOT HINDER OR DIMINISH IN
ANY WAY THE PRESENT APPALACHIAN PROGRAM; AND
BE IT FURTHER

Resolved, That copies of this Resolution be sent to the members
of the Congress from Maryland, the Speaker of the United States
House of Representatives, the President and Vice President of the
United States.

(Senate Joint Resolution 9)

Senate Joint Resolution providing for the appointment of a com-
mission to investigate and study the existing State laws and rules
and regulations relating to elevators, escalators and dumbwaiters,
to determine the necessity of enacting laws governing same and
to report thereon to the Governor and to the Legislative Council.

Whereas, The subject of the installation, operation and mainte-
nance of elevators, escalators and dumbwaiters in the State of Mary-
land should be studied completely in order that laws may be enacted
as found necessary; and
