1856                                      JOINT RESOLUTIONS

(5)   The Maryland State Department of Health and Mental Hygiene has
reviewed the County Plan in accordance with the requirements of Regulation
43L01 and on September 16, 1970 declared these plans approved.

(6)  The Water and Sewerage Plan is on file with the Circuit Court of Harford
County; and

WHEREAS, The text and drawings for the water system portion of the County
Plan indicates a site near Stafford Bridge on Deer Creek as the central facility for
one or all of the following three surface water sources for which Harford County
has rights by permit or legislation: Deer Creek, Susquehanna River or the
Susquehanna Raw Water Conduit: and

WHEREAS, Whitman, Requardt and Associates recommended the
development of a treatment plant on Deer Creek in the vicinity of Stafford Bridge
as the best source of water supply for Harford County: and

WHEREAS, A comparative study of water sources indicates that the most
desirable plan to supply the county with potable water for the next ten year period
is to construct treatment facilities at Deer Creek in the Stafford Bridge area with
Deer Creek as the primary source and the Susquehanna Intake as the supplemental
source; and

WHEREAS, By starting property acquisition and engineering designs now, a
new facility to withdraw, treat and distribute ten million gallons of Deer Creek
water in the vicinity of Stafford Bridge, should be operative within the next 3 to 5
years and the existing permit from the Department of Water Resources to take
water from Deer Creek at Route 1 should be revised to provide for withdrawal
from Deer Creek in the vicinity of Stafford Bridge; and

WHEREAS, The county water supply plan has not been implemented and the
need for a surface water supply is becoming critical to the health, safety and
general welfare of Harford County citizens; and

WHEREAS, Harford County's permit for a surface water allocation from Deer
Creek expires on May 26, 1973; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
County Executive and County Council of Harford County are requested to take
immediate action to:

(1)  Renew the water allocation permit from Deer Creek, and

(2)  Authorize implementation of the County Plan to construct a water treatment
facility at Stafford near the confluence of Deer Creek, the Susquehanna River and
the Susquehanna Conduit; and be it further

RESOLVED, That copies of this Resolution be sent to the Honorable Charles
B. Anderson, County Executive, County Office Building, Bel Air, Maryland; the
Honorable John H. O'Neill, President, County Council, County Office Building,
Bel Air, Maryland; the Honorable James B. Coulter, Secretary, Department of
Natural Resources, Tawes Office Building, Rowe Boulevard, Annapolis; and the
Honorable Dr. Neil Solomon, Secretary, Department of Health and Mental
Hygiene, 301 W. Preston Street, Baltimore, Maryland 21201.
