Dear Governor Mandel:

I urge you to veto Senate Bill 370 because it will preclude us from issuing
licenses for pinball machines. Actually, the minimal fee established in this Bill
would cost us $150,000, but more importantly we would have no way of
controlling the ownership or placing of these machines in all the business
establishments throughout the county.

Senate Bill No. 374 - Review of Rules and Regulations.

AN ACT to repeal and re-enact, with amendments, Section 40A(f) of Article 40 of
the Annotated Code of Maryland (1971 Replacement Volume and 1972
Supplement), title "General Assembly," subtitle "Committee on Administrative,
Executive and Legislative Review," to provide that certain rules, regulations or
standards shall be invalid unless submitted to the Committee on Administrative,
Executive and Legislative Review and to provide for the emergency
promulgation of such rules, regulations or standards under certain
circumstances.

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution, I have
today vetoed Senate Bill 374.

This bill provides that the various rules, regulations or standards of the several
agencies of the Executive Department shall be invalid until submitted to the
Committee on Administrative, Executive and Legislative Review.

House Bill 436, which was enacted by the General Assembly and signed by me
on May 24, 1973, accomplishes the same purposes as Senate Bill 374 and is more
clearly worded. Furthermore, the sponsor of Senate Bill 374 has advised my office
that he believes the language of House Bill 436 to be preferable to that of Senate
Bill 374, and that, therefore, the Senate Bill should be vetoed.

Consequently, I have decided to veto Senate Bill 374.
