RESOLVED, That the Motor Vehicle Administration is
requested to utilize existing personnel and current
appropriations in making the study and to submit a report
with its recommendations to the 1977 Session of the
General Assembly; and be it further

RESOLVED, That a copy of this Resolution be sent to
the Motor Vehicle Administration, 6601 Ritchie Highway,
N.W., Glen Burnie, Maryland 21061.

A Senate Joint Resolution concerning

Bicentennial Essay Contest-
Charles Carroll of Carrollton

FOR the purpose of authorizing a statewide student
Bicentennial essay contest on the life of Charles
Carroll of Carrollton, to encourage Marylanders to
remember the significance and moral integrity which
lay behind Carroll's sacred trust.

WHEREAS, Charles Carroll of Carrollton, a signer of
the Declaration of Independence, was one of the original
Senators elected to Congress from the Free State, and was
also, in 1777, an elected member of the first Senate of
Maryland; and

WHEREAS, Charles Carroll of Carrollton, a member of
the Board of War in the Continental Congress, along with
Gouverneur Morris of New York averted premature
termination of the military career of General George
Washington at Valley Forge, and prevented Washington's
removal by the machinations of the discredited "Conway
Cabal" as Commander-in-Chief of the Continental Army; and

[[WHEREAS, The national news media have headlined
the corruption of elected and appointed Maryland
officials who have forgotten what a sacred trust was,
bringing our State into disrepute; and]]

WHEREAS, The official song of the Free State of
Maryland, "Maryland, My Maryland" contains the line,
"Remember Carroll's sacred trust"; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body authorizes a statewide student Bicentennial
essay contest on the life of Charles Carroll of
Carrollton, to encourage Marylanders to remember the
significance and moral integrity which lay behind
