(Senate Joint Resolution 30)

A Senate Joint Resolution concerning

Medicaid — Day Treatment Programs

FOR the purpose of urging the Congress of the United States
to allow federal financial participation under Title
XIX of the Social Security Act (Medicaid) for day
treatment programs.

WHEREAS, Many individuals are     institutionalized in

order to obtain needed health     care since adequate

alternatives to institutionalization       are not readily
available; and

WHEREAS, Institutional care is not the most appropriate
nor the most cost effective type of health care service for
all people who are certified as requiring the skilled
nursing level of care; and

WHEREAS, Day treatment centers as alternatives to
institutions have demonstrated effectiveness in providing
services including medical and skilled nursing care, while
allowing individuals to live at home and maintain a measure
of independence; and

WHEREAS, Availability of     programs depends in large

measure on financial support for   provision of such services

as transportation, as well as   medical, rehabilitative and
other supportive services; and

WHEREAS, Funding for day treatment centers has not been
generally available as a covered service under Title XIX of
the Social Security Act; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
State of Maryland urges the Congress of the United States to
allow federal financial participation under Title XIX of the
Social Security Act (Medicaid) for day care treatment
programs; and be it further

RESOLVED, That copies of this Resolution be sent to the
Honorable Joseph A. Califano, Jr., Secretary, Department of
Health, Education and Welfare, 200 Independence Ave., S. W.,
Washington, D. C. 20201; Senator Charles McC. Mathias, Jr.,
Senate Office Building, Washington, D. C. 20510; Senator
