40A.

(f) At least 45 days prior to the adoption or repeal
of any rule, regulation, or standard by any of the several
departments, boards, commissions, or other agencies of the
executive branch, the rule, regulation, or standard shall be
submitted to the committee as provided in Article 41, §
256—I. The rule, regulation or standard is not effective
until so submitted. However, the submission of the proposed
rule, regulation, or standard to the committee does not
prevent the adoption and promulgation of the rule,
regulation, or standard by the department, board, commission
or other agency after the 45—day period.

(G) If the adopting agency declares the rule,
regulation, or standard necessary as an emergency measure,
the rule, regulation, or standard may become effective
immediately after submission to the committee if approved by
the committee or its chairman or vice—chairman. THE
EMERGENCY APPROVAL MAY BE MADE SUBJECT TO A CONDITION ONE OR
MORE CONDITIONS INCLUDING, BUT NOT LIMITED TO, A MAXIMUM

TIME LIMIT OF UP TO 120 CALENDAR DAYS, UNLESS RENEWED BY

PROCEDURES OF THE AGENCY AS SPECIFIED IN ARTICLE 41, §

256-I. UPON EXPIRATION OF THE 120 DAY PERIOD TIME LIMIT, IF
FINAL ADOPTION OF THE EMERGENCY MEASURE BY IN ACCORDANCE
WITH PROCEDURES SPECIFIED IN ARTICLE 41, § 256-1 HAS NOT
BEEN ACCOMPLISHED, THE TEXT OF A REGULATION AFFECTED BY THE
EMERGENCY MEASURE REVERTS TO ITS ORIGINAL LANGUAGE, AS IF
THE EMERGENCY MEASURE HAD NOT BEEN APPROVED.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

Passed over the Governor's veto, in the Senate on January
11, 1978, and in the House of Delegates on January 19,
1978.

(Senate Bill 356)

AN ACT concerning

Elections — Cancellation of Registration

FOR the purpose of repealing the requirement for Baltimore
City only that the names and last known addresses of
voters whose registration is about to be cancelled be
published; requiring that certain lists of voters whose
registration is about to be cancelled be available;
permitting the imposition of certain fees; generally
relating to lists of voters whose registration is about
to be cancelled; and making this Act an emergency
measure.
