HARRY HUGHES, Governor

RESOLVED, That this Task Force be comprised of 12 11
members: four five members to be appointed by the Governor;
four three members to represent the Senate, to be appointed
by the President of the Senate; and four three members to
represent the House of Delegates, to be appointed by the
Speaker of the House. The Chairman of the Task Force shall
be designated from among the 12 11 members by the Governor;
and be it further

RESOLVED, That the Department of Fiscal Services, with
assistance from the Department of Budget and Fiscal Planning
and other State agencies, shall provide staff assistance to
the Task Force; and be it further

RESOLVED, That the Task Force shall report its initial
findings and recommendations to the Governor and to the
General Assembly no later than January 1, 1980, and that it
recommend legislation for the 1980 Legislature specifying
areas that need further study; and be it further

RESOLVED, That copies of this Resolution be forwarded
to the Governor of Maryland.

A House Joint Resolution concerning

Memorial Buoy Marker - Francis Scott Key

FOR the purpose of requesting the Department of Natural
Resources to place a nonnavigational buoy at the site
where Francis Scott Key wrote the Star Spangled Banner.

WHEREAS, The writing of the Star Spangled Banner by
Francis Scott Key is one of the major historical events in
the history of both the State of Maryland and the United
States of America; and

WHEREAS, 1979 is the two—hundredth anniversary of the
birth of Francis Scott Key; and

WHEREAS, 1979 is also the two hundred and fiftieth
anniversary of Baltimore City; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
anniversary of these events should be celebrated together;
and be it further
