Committee, the chairman of the Finance Committee, the
chairman of the Judicial Proceedings Committee, the chairman
of the Committee on Economic Affairs, the floor leader of
the minority party and [three] FOUR additional members to be
appointed by the President and approved by a majority vote
of the Senate. As far as possible, these [three] FOUR
additional memberships shall be distributed so as to be
representative of the various sections AND INTERESTS of the
State.

(2) From the House of Delegates — The Speaker,
THE SPEAKER PRO TEM, THE FLOOR LEADER OF THE MAJORITY PARTY,
the chairman of the Appropriations Committee, the chairman
of the Economic Matters Committee, the chairman of the
Environmental Matters Committee, the chairman of the
Constitutional and Administrative Law Committee, the
chairman of the Ways and Means Committee, the chairman of
the Judiciary Committee, the floor leader of the minority
party and [two] THREE additional members to be appointed by
the Speaker of the House and approved by a majority vote of
the House. As far as possible, these [two] THREE additional
memberships shall be distributed so as to [make the
Legislative Policy Committee] BE representative of the
various sections and interests of the State.

(b) The President of the Senate and the Speaker of the
House shall be cochairmen. [The Director of the State
Department of Legislative Reference shall be the secretary
of the committee.] THE STATE DEPARTMENT OF LEGISLATIVE
REFERENCE SHALL PROVIDE STAFF ASSISTANCE TO THE LEGISLATIVE
POLICY COMMITTEE.

The Legislative Policy Committee has the following
functions:

(2) To include in [its] A report to the General
Assembly all bills and joint resolutions recommended and
prepared by any of the several standing committees and
submitted to the Legislative Policy Committee in memorandum
or other form;

(4) To examine the operation of previously enacted
legislation -[-and of the common law -]- and of the State
Constitution and recommend amendments thereto;

(7) To prepare OR ENDORSE a legislative program in the
form of recommendations, bills, resolutions, or other
proposals to be presented at the next session of the General
Assembly.
