8-601.
(a) In this subtitle, the following words and phrases
have the meanings indicated.
(b) "Abandon" means to permanently discontinue the use
of a well. Any well shall be deemed abandoned when it is in
such a state of disrepair that continued use for the purpose
of obtaining [groundwater] GROUND WATER is impracticable or
when it has been permanently disconnected from any water
supply system or irrigation system.
[(c) "Aquifer" means any formation of soil, sand,
rock, gravel, limestone, sandstone, or other material, or
any crevice from which underground water is or may be
produced.]
[(d)] (C) "Board" means [Maryland] THE State Board of
Well Drillers.
[(e) "Business of well drilling" includes the
construction, installation, abandonment, by permanent
disconnection alteration, or repair, for profit, of a well
and related equipment necessary to draw and purify water
from the well, including water pump, tank, or water
conditioning equipment.]
[(f)] (D) "Owner" is a person who has the right to
drill into, produce, and appropriate the production of
water, either for [himself] THE OWNER, another person, or
for both of them.
[(g)] (E) "Underground water" means any supply of
water which may be developed by any type of well or spring
from beneath the surface of the ground whether the water
flows from the well or spring by natural force or is
withdrawn by pumping, other mechanical device, or artificial
process.
[(h)] (F) "Well" means any [excavation or penetration]
HOLE MADE in the [ground, whether drilled, bored, cored,
driven, jetted, or dug, for a water supply, or for the
exploration for water, or for the recharge or injection of
any water into an aquifer] GROUND:
(1) TO EXPLORE FOR GROUND WATER;
(2) TO OBTAIN OR MONITOR GROUND WATER; OR
(3) TO INJECT WATER INTO ANY UNDERGROUND
FORMATION FROM WHICH GROUND WATER MAY BE PRODUCED.
[(i)] (G) "Well driller" means a person in charge of
