CERTIFICATIONS

Administrative Board of Election Laws does hereby certify
that at the General Election held in the State of Maryland
on November 4, 1980, an Act known as Chapter 610 of the Acts
of 1980 was submitted to the voters of the State of Maryland
under the provisions of Article XIV of the Constitution of
the State of Maryland, said Act being as follows:

AN ACT concerning City of Baltimore City - Residential
Rehabilitation and Commercial Financing Loans. For the
purpose of amending the Constitution to authorize the Mayor
and City Council of Baltimore to make, guarantee, or insure
financial loans to any person or other legal entity to be
used for or in connection with the rehabilitation,
renovation, redevelopment or improvement of buildings or
structures, located within the boundaries of Baltimore City,
which buildings or structures are to be used or occupied for
residential purposes; to make, guarantee, or insure
financial loans to any person or other legal entity to be
used for or in connection with the purchase or acquisition
of leasehold or fee simple interest in buildings or
structures, and for construction, reconstruction, erection,
development, rehabilitation, renovation, redevelopment or
improvement of buildings or structures, located within the
boundaries or Baltimore City, which buildings or structures
are to be used or occupied for commercial purposes; and
submitting this amendment to the qualified voters of the
State of Maryland for their adoption or rejection.

And it is hereby certified that at said election,
469,813 votes were cast for the adoption of said Chapter 610
and 246,153 votes were cast against the adoption of said
Chapter 610, the said Chapter 610, of the Acts of 1980 has
therefore been ratified by the qualified voters of the State
of Maryland as well as the qualified voters of Baltimore
City.

Administrative Board of Election Laws of the State of
Maryland, Done at the City of Annapolis, this 24th day of
November, In the Year of Our Lord, One Thousand, Nine
Hundred and Eighty.
