THE APPOINTING AUTHORITY SHALL SUBMIT THIS EVALUATION TO THE
SECRETARY OF PERSONNEL.

(D) STATE INSTITUTIONS OF HIGHER EDUCATION THE

UNIVERSITY OF MARYLAND SHALL DEVELOP LAYOFF AND

REINSTATEMENT PROCEDURES FOR THEIR CLASSIFIED EMPLOYEES IN
COORDINATION WITH THE SECRETARY OF PERSONNEL.

(D) (E) THIS SECTION MAY NOT BE INTERPRETED TO PREVENT
THE LAYOFF OF AN EMPLOYEE WHO FILES A WRITTEN REQUEST TO BE
LAID OFF WITH THE SECRETARY OF PERSONNEL.

SECTION 2. AND BE IT FURTHER ENACTED, That nothing
provided in this Act shall authorize the Secretary of
Personnel to allow unclassified State employees the right to
displace classified State employees.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982 January 1, 1983.
