(b) The balance of such state ceiling for the
State for calendar year 1981 is hereby allocated to the
Administration."

Section 2. Section 3 of the Proclamation is modified
by deleting "October 1, 1981" and inserting in lieu thereof,
"November 15, 1981".

Section 3. Section 4 of the Proclamation is modified
by deleting "October 1, 1981" and inserting in lieu thereof,
"November 15, 1981".

Section 4. Except as expressly modified herein, the
Proclamation of August 20, 1981 shall remain in full force
and effect. This Modification shall take effect
immediately.

PROCLAMATION OF FEBRUARY 1, 1982

REQUEST FOR DISASTER RELIEF

WHEREAS, I, Harry Hughes, Governor of the State of Maryland,
having been advised and informed that severe winter
weather conditions beginning on January 3, 1982 have
resulted in the freezing of major portions of the
Chesapeake Bay and adjacent waterways; and

WHEREAS, Said weather conditions are expected to continue
for an indefinite period of time; and

WHEREAS, Said weather conditions have resulted in the
unemployment of thousands of persons and the commitment
