(2) IF AN INJUNCTION IS ISSUED, THE COMPLAINANT SHALL
BE AWARDED COSTS AND REASONABLE ATTORNEY'S FEES.

(3) IN ACTION FOR DAMAGES, IF AN INJURY DUE TO THE
VIOLATION IS FOUND, THE COMPLAINANT SHALL BE AWARDED 3 TIMES THE
AMOUNT OF ACTUAL DAMAGES PLUS COSTS AND REASONABLE ATTORNEY'S
FEES.

(B)(1) THE STATE, AND ANY POLITICAL SUBDIVISION ORGANIZED
UNDER THE AUTHORITY OF THE STATE ARE PERSONS HAVING STANDING TO
BRING AN ACTION UNDER THIS SECTION.

(2) THE ATTORNEY GENERAL MAY BRING AN ACTION ON
BEHALF OF THE STATE OR ANY OF ITS POLITICAL SUBDIVISIONS TO
RECOVER THE DAMAGES PROVIDED FOR BY THIS SECTION.

(C)(1) AN ACTION BROUGHT UNDER THIS SECTION SHALL BE
COMMENCED WITHIN 5 YEARS AFTER THE CAUSE OF ACTION ACCRUES.

(2) FOR THE PURPOSES OF THIS SECTION, A CAUSE OF
ACTION FOR A CONTINUING VIOLATION ACCRUES AT THE TIME OF THE
LATEST VIOLATION.

SECTION 2. AND BE IT FURTHER ENACTED, That the provisions
of this Act apply to investigations or prosecutions of any
savings and loan association insured by or subject to the
Maryland Savings-Share Insurance Corporation at any time on or
before the effective date of Chapter 6 of the Acts of the Special
Session of the General Assembly convened on May 17, 1985. In
regard to these investigations or prosecutions, the provisions of
this Act apply to any officers, directors, or employees of any
savings and loan association insured by or subject to the
Maryland Savings-Share Insurance Corporation at any time on or
before the effective date of Chapter 6 of the Acts of the Special
Session of the General Assembly convened on May 17, 1985.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
remain effective for a period of two years after its effective
date and, at the end of that period, and with no further action
required by the General Assembly, this Act shall be abrogated and
of no further force and effect.
