JOINT RESOLUTIONS

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly requests the State Board of Education to define
the major elements of accountability for evaluating classroom
instruction and student performance and for documenting
significant accomplishments; and be it further

RESOLVED, That in establishing the major elements of
accountability, the State Board of Education shall consider, but
not be limited to, the following criteria: the demographic
characteristics of the school district;
educational examinations,
such as the California Achievement Test, the Maryland Reading,
Mathematics, Writing, and Citizenship Tests, and the Scholastic
Aptitude Test; and the quality, variety, and depth of the school
programs, including personnel, offered to students; and be it
further

RESOLVED, That, in establishing the major elements of
accountability, the State Board of Education shall consult with
the local boards of education; and be it further

RESOLVED, That the State Board of Education shall submit a
report on its definition of the major elements of accountability
for evaluating classroom instruction and student performance, and
for documenting significant accomplishments, to the Governor and
subject to § 2-1312 of the State Government Article, to the
General Assembly by July 1, 1988; and be it further

RESOLVED, That the State Board of Education shall include in
its report to the Governor and General Assembly its guidelines
for implementation of the major elements of accountability by the
local boards of education; and be it further

RESOLVED, That the State Board of Education shall include in
its report to the Governor and General Assembly provisions for
the development of local initiatives designed to respond to
identified weaknesses within the local school systems and to
identity an appropriate State role to assist local school boards
in corrective actions; and be it further

RESOLVED, That copies of this Resolution be forwarded by   the
Department of Legislative Reference to the Honorable William

Donald Schaefer, Governor of Maryland; the Honorable Thomas V.

Mike Miller, Jr., President of the Senate of Maryland; the

Honorable R. Clayton Mitchell, Jr., Speaker of the House of

Delegates; and David W. Hornbeck, State Superintendent of
Schools, 200 W. Baltimore Street, Baltimore, Maryland 21201.
