SPEAKER OF THE HOUSE OF DELEGATES

(House Joint Resolution No. 1)

A House Joint Resolution concerning

Groundwater Protection - Pesticides and Other Chemicals Used in Agricultural

Operations

FOR the purpose of requesting the Department of the Environment— and the
Department of Agriculture, and the Department of Natural Resources to give
consideration to contamination of groundwater and municipal water supplies from
pesticides and other chemicals used in agricultural operations for certain purposes
concerning groundwater protection; providing for the selections of pesticides and
other chemicals to be tested for and monitored;
requesting the Department of the
Environment to continue to collect certain information and report on certain
pesticides; requesting the Department of the Environment to establish a certain pilot
program; requesting the Department of the Environment to work in conjunction with
certain federal agencies to develop statewide monitoring which will consider certain
factors; and generally relating to the administrative monitoring of groundwater in the
State for certain protection purposes.

WHEREAS, Under Joint Resolution 5 of 1985 (S.J.R. 25), the General Assembly
requested several units of State government to work cooperatively to develop, coordinate,
and plan for groundwater protection policies, programs, and strategies in the State; and

WHEREAS, Groundwater protection strategies currently give consideration to
contamination of groundwater from:

(1)      Underground petroleum, chemical, and hazardous waste storage tanks;

(2)      Landfills and hazardous waste sites;

(3)      Acid mine drainage;

(4)      Salt water intrusion;

(5)      Nitrates, herbicides, and pesticides; and

(6)      Septic tanks; and

WHEREAS, This Resolution requests the addition of pesticides and other chemicals
used in agricultural operations to the list of factors that need to be taken into
consideration when developing a comprehensive groundwater protection strategy; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Department of the Environment, and the Department of Agriculture;—and the
