J.R. 6                                        1993 JOINT RESOLUTIONS

WHEREAS, The current law does not adequately speak to the full range of
solutions that are necessary to address and effectively impact this problem; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to appoint a special committee to examine the problems of
disruptive students, including any weaknesses and problems of the current law, and to
propose changes in the law and in the State's human services and education systems that
might better meet the needs of these children, their families, and society; and be it further

RESOLVED, That this committee should include:

(a)     Three members of the House of Delegates of Maryland, appointed by the
Speaker of the House;

(b)     Three members of the Senate of Maryland, appointed by the President of the
Senate;

(c)     The following members appointed by the Governor:

(1)     One representative from each of the following:
(i) The Department of Education;

(ii)    The Department of Health and Mental Hygiene;

(iii)   The Department of Juvenile Services;

(iv)    The Social Services Administration;

(v)     The Office for Children, Youth, and Families; and

(vi) The Court-Appointed Special Advocate Program administered by
the Administrative Office of the Courts; and

(2)     Five educators, including teachers and principals;

(3)     One school psychologist;

(4)     One pupil personnel worker; and

(5)     Five individuals from the general public; and

(d)     One Juvenile Court judge appointed by the Chief Judge of the Court of
Appeals; and be it further

RESOLVED, That the Governor appoint one member of the committee as its chair;
and be it further

RESOLVED, That the members of the committee shall serve without
compensation, but may be reimbursed for expenses in accordance with the State Standard
Travel Regulations; and be it further
