AN ACT concerning

YWCA of Annapolis and Anne Arundel County Loan of 1990

FOR the purpose of amending Chapter 306 of the Acts of the General Assembly of 1990,
the YWCA of Annapolis and Anne Arundel County Loan of 1990, to. authorize the

contemplation and faith, and who it can be truly said has made the world a better place
by his work and his example; and

WHEREAS, As President of Loyola College of Maryland since 1964, Father
Sellinger is one of the longest serving presidents in the history of higher education in
Maryland; and

WHEREAS, Father Sellinger has played a pivotal role in forging the partnership
between independent higher education and the State of Maryland and in insuring its
continuance and has been a strong and effective advocate for the State aid program for
independent institutions of higher education which serves as a model for the nation; and

WHEREAS, The support provided by the State of Maryland is essential to assure
the quality, diversity, and the financial vitality of Maryland's independent colleges and
universities; and                                     

WHEREAS, The independent colleges and universities return the State's financial
investment through teaching, conducting research, providing services to local
communities, creating jobs and generating income for the State's economy, and bringing
national and international recognition to Maryland; and

WHEREAS, Naming the program the Joseph A. Sellinger Program of State Aid to
Nonpublic Institutions honors Father Sellinger's contributions to Maryland life and
recognizes his leadership, commitment, and legacy to the education of Maryland citizens;
now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

17-101.

There is a program of State aid to nonpublic institutions of higher education
KNOWN AS THE JOSEPH A. SELLINGER PROGRAM.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.
