23.05.03                          PUBLIC SCHOOL CONSTRUCTION

The General Assembly recognizes the growing unmet need for public
school construction. This need has been identified by the Governor's
Task Force on School Construction. The General Assembly has
included $87,330,033 $88,000,000 in the 1994 capital budget and
$18,000,000 in the FY 1995 operating budget. Additionally, it is the
intent of the General Assembly that the Executive shall include not less
than $100 million for public school construction consistent with the
recommendations of the Governor's Task Force for Fiscal Year 1996
through Fiscal Year 1999. This shall include a sufficient amount of
"PAYGO" funds to meet the needs of forward funded projects.

(A) Public School Construction. Provide funds to construct public
school buildings and public school capital improvements in
accordance with Sections 5-301 through 5-303 of the Education
Article (Statewide) ............................................................................
