1994 LAWS OF MARYLAND

STATE. NOTWITHSTANDING THE PROVISIONS OF SECTION 1(5)
OF THIS ACT, THE MATCHING FUND MAY CONSIST OF CASH, IN
KIND CONTRIBUTIONS, OR DONATIONS AND PURCHASES OF
CAPITAL AND/OR OPERATING EQUIPMENT. THE BOARD OF
PUBLIC WORKS MAY RELEASE THE $4,000,000, IN WHOLE OR IN
PART, ON THE BASIS OF $1 OF STATE FUNDS TO EACH $4 OF
MATCHING FUNDS PROVIDED BY THE GRANTEE. THE
REMAINING $3,000,000 MAY BE RELEASED UPON THE
EFFECTIVE DATE OF THIS. ACT. FURTHER PROVIDED THAT
IN-KIND CONTRIBUTIONS MAY NOT CONSIST OF SERVICES
PROVIDED FREE OF CHARGE (Baltimore City).............................              7,000,000

(C) Silver Spring Revitalization. Provide a grant to Montgomery
County to. design, construct, and renovate facilities for the Silver
Spring Revitalization Project, subject to the requirement that
Montgomery County provide an equal and matching [fund for this
purpose] FUND. NOTWITHSTANDING THE PROVISIONS" OF
SECTION 1(5) OF THIS ACT, THE MATCHING FUND MAY
INCLUDE EXPENDITURES: MADE AFTER JUNE 1, 1993 FOR
PROPERTY ACQUISITION AND' THE RELOCATION OF
OCCUPANTS OF STRUCTURES DEMOLISHED OR TO BE
DEMOLISHED WITHIN THE SILVER SPRING URBAN RENEWAL
PROJECT AREA, AND FOR THE DESIGN, CONSTRUCTION,
RENOVATION, AND EQUIPPING OF FACILITIES FOR THIS
PROJECT (Montgomery County).......................................................             4,000,000

Chapter 493 of the Acts of 1993

SECTION 1, BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND,
That:

(3) The cash proceeds of the sale of the bonds shall be paid to the Treasurer and first
shall be applied to the payment of the expenses of issuing, selling; and delivering the bonds,
unless funds for this purpose are otherwise provided, and then shall be credited on the books
of the Comptroller and expended, on approval by the Board of Public Works, for the following
public purposes, including any applicable architects' and engineers' fees: as a grant to the
Kennedy-Krieger Institute in Baltimore City for the [upgrading of the heating, ventilation,
air-conditioning, mechanical, and electrical systems of the existing facilities so that those
facilities may be used to treat children who have a combined developmental disability and
psychiatric condition, to educate more disabled elementary school children, and to educate
disabled middle school children.] RENOVATION OF EXISTING FACILITIES, INCLUDING
UPGRADING UTILITY SYSTEMS; AND FOR THE CONSTRUCTION OF NEW FACILITIES TO
PROVIDE SPACE TO EXPAND EXISTING PROGRAMS AND TO IMPLEMENT NEW PROGRAMS,
INCLUDING PROGRAMS WHICH SERVE SEVERELY DISABLED CHILDREN AND
ADOLESCENTS WHO CURRENTLY ARE BEING SENT OUT OF THE STATE OF MARYLAND
FOR TREATMENT.
