(1)     to issue annually a proclamation calling on the people of the State of
Maryland to observe the day with appropriate ceremonies and activities; and

(2)     to direct all State agencies, schools, and interested organizations, groups, and
individuals to fly the flag of the United States at half-staff each December 7, in honor of
the individuals who died as a result of their service at Pearl Harbor; and be it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Reference to the Honorable Parris N. Glendening, Governor of Maryland; the
Honorable Thomas V. Mike Miller, Jr., President of the Senate of Maryland; and the
Honorable Casper R. Taylor, Jr., Speaker of the House of Delegates.

A House Joint Resolution concerning

Swing-Arm and Sensory Sensor Devices on School Buses

FOR the purpose of urging local school systems to install swing-arm and sensory or
sensor safety devices on school buses in order to prevent children from being
injured or killed when boarding or alighting school buses.

WHEREAS, The safety of children in Maryland boarding and alighting school
buses is a primary concern of State and local governmental bodies as well as local Boards
of Education; and

WHEREAS, Swing-arm and sensory sensor safety devices can serve to further aid
school bus drivers in ensuring the safety of children in Maryland; and

WHEREAS, Currently Maryland school buses are not required to be equipped with
swing-arm and sensory or sensor safety devices; and

WHEREAS, Swing-arm and sensory sensor safety devices may prevent injury or
death to children by alerting school bus drivers of children walking near or boarding or
alighting school buses; and

WHEREAS, When the existing fleets of school buses are periodically replaced to
adhere to federal and State safety regulations that newly purchased buses be equipped
with swing-arm and sensory or sensor safety devices; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That school
systems in Maryland are urged to equip all new school buses with swing-arm and sensory
or sensor safety devices; and be it further
