(c) The chairman of the Commission shall be designated jointly by the
President of the Senate and the Speaker of the House.

(d) The Department of Legislative Services and the State Ethics
Commission shall provide staff for the Commission.

(e) The Commission shall:

(1) Examine the Maryland Public Ethics Law as it relates to
regulated lobbyists;

(2) Collect information about lobbying practices and standards of
ethics for regulated lobbyists, including provisions of law relating to the regulation of
lobbyists enacted by other jurisdictions;

(3) Receive testimony, as the Commission considers appropriate;

(4) Formulate a Code of Ethics for Lobbyists;

(5) Propose any appropriate statutory changes to the Maryland
Public Ethics Law as it relates to lobbying; and

(6) Report its findings to the Governor and, subject to § 2-1246 of
the State Government Article, to the General Assembly not later than December 31,
1999.

(f) The Commission shall terminate its existence after December 31,
1999; and be it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Services to the Honorable Parris N. Glendening, Governor of Maryland;
the Honorable Thomas V. Mike Miller, Jr., President of the Senate of Maryland; and
the Honorable Casper R. Taylor, Jr., Speaker of the House of Delegates.

FOR the purpose of creating a Study Commission on Lobbyist Ethics; providing for
the appointment of the Commission; specifying the duties of the Commission;
requiring the Commission to issue a certain report by a certain date; providing
for the termination of the Commission; and generally relating to the Study
Commission on Lobbyist Ethics.
