Assembly of this Province in the year 1713 made their humble
Address and remonstrance to her late Majesty Queen Anne
&c. upon the then Secretarys claiming a Right to those lines
which therefore we are unwilling to give up. And forasmuch
as by his Lordships Instructions It seems his Lordship claims
a right thereto by his Prerogative we are unwilling to inter-
meddle therewith, But shall humbly address his Lordship that
his Lordship will be favourably pleased to let those fines be
applyed to the use of Free schools within this Province (whose
funds are too small for the Propagation of learning) and
desire your Excellencies and Honours favourable Concur-
rence with us in that Address

In answer to the message in the forenoon by M^r Stoddert
and four others Resolved that the following Message be sent
to the lower house

By the uper house of Assembly June 3^d 1717

Gent. My Lord Propry insisting that the Ordinary Lycen-
ces are a part of his Prerogative and having already appro-
priated the fines ariseing thereon for the support of his Lord-
ship's Secretarys who are the psons that transact all his Lord-
ships Affairs in relation to this Province without any fee or
reward (that we Can learn) but what accrues from the Sec-
retarys Office. It seems therefore Inconsistant with his Lord-
ships honour that this board shou'd enter on an Affair that he
hath already determined in favour of his two Secretaries who
have been very active & Instrumentall in the happy Settlem^t
