Monday 4th November 1782

Ordered that the western shore Treasurer pay to Aquila Smith
ten pounds, five shillings and six pence specie agreeable to the Act
to adjust the Debts due from this State per Account passed. —
Commissions issued to Abell Grace appointed first Lieut, Jonathan
Cockin second Lieut — Vincent Price Ensign of Capt John Dorhorty's
Company — William Rose second Lieut of Captain Richard Bruffs
Company — Samuel Thomas Captain in the room of John Thomas
junr, Elisha Stewart first Lieutenant, Charles Walker Benny second
Lieut. — Richard Johns Capt in the room of Nathaniel Cooper, Daniel
Lambden first Lieutenant and Nicholas Loveday second Lieutenant —
belonging to the fourth Battalion of Militia in Talbot County and
also to William Lambden appointed Captain in the room of George
Dawson, John Lowe first Lieut, William Sears second Lieut — Rich-
ard Harrington first Lieut, Richard Start second Lieut and John
Ray Ens. of Capt Charles Gardiner's Company belonging to, the
thirty eighth Battalion of Militia in the said County. —

The Bearer hereof, John Kilday is so much distressed for Want of
Cloathing, having suffered much by being wounded on Board the
Sloop Porpoise, that we request you will have him immediately sup-
plied with two Shirts, one Pair of Stockings, one Pair of Shoes and
a Hat—

[Council to The Chevalier Villebrune]

We are informed by Colo Howard that Alexander McAuly and
John Likely, Subjects of his Britannic Majesty, came to Baltimore
from New York in a Return Flag, sent by you with Prisoners and
that he permitted them to land and come to Annapolis to make Appli-
cation for our Passport to Virginia. The Subjects of the King of
Great Britain cannot come into our State without our Permission
first obtained, and this not having been done, we should consider
them as Prisoners of War, had they not come in a Flag under your
Direction. We request you would have them returned, and in the
mean Time, every Precaution used to prevent their having any inter-
course with the Inhabitants of the State and that you would give
Orders to the Commanders of your Flags returning to the State,
not to receive any of the Subjects of his Britannic Majesty, on Board,
without our Leave first given.
